MT Associates is a Knoxville Tennessee based corporation that has provided transcription services with integrity since 1991 for major local medical groups. Ever since the Health Insurance Portability and Accountability Act (HIPAA) was implemented into Federal Law there has been growing concern toward the protection of patient medical records involving security and handling methods for the entire medical community. Current legislation in Congress concerning these issues have caused MT Associates to develop a pro-active approach to secure our compliance with all current and future laws pertaining to the transmission of patient medical records across public means. There are serious concerns regarding the continued use of standard taped dictation and centers around the form of delivery method used. Physical delivery, email or simple file delivery methods across public Internet network systems to transport critical patient information back to the provider to put in the patient’s medical records are hardly secure by any standards and certainly not HIPAA compliant. Other common problems with using tapes vary but poor sound quality, broken and lost tapes are at the top of the list. The thought of some patient medical data floating somewhere in the world will give most medical office administrators nightmares. MT Associates recognized early we had to design a technology that addressed all concerns of safety, security and ease of use for both our clients, their patients and our Medical Transcription. Although digital dictation has been around for many years there have also been many issues and glitches around difficulties of use, file transfer and file recognition. This has made it expensive, undependable and cumbersome to use. Realizing that Digital Dictation was the future, MT Associates began research and development in 2004 to re-engineering this technology from top to bottom. This involved determination of the best formats for audio file structures centering on lowest size and highest quality reproduction, this led to the DSS format, currently a standard in today’s technology. MT Associates is now offering the latest in digital dictation technology with a complete HIPAA-compliant solution for electronic dictation, transcription, file transfer and ongoing medical record management. "We are very excited to launch our new digital service", Jeffers says. "Not only will we be able to provide MT services globally with the same efficiency and reliability as we do for our client down the street, but almost more importantly, it expands our ability to hire the best medical transcriptionists from anywhere in the country". Our other main concerns centered on safety and security, and these are two very different issues. Safety has to do with the safeguard of the physical data and files themselves. We needed to make certain that the digital voice files which the doctors and other providers dictates along with the completed transcribed medical documents get electronically transferred and stored in a safe way without threat of loss or corruption. Security has to do with controlling the accessibility and monitoring the release of this information. We needed to create a lock tight environment for the entire process that we could positively control who has assess to this information. The backbone of MT Associates' new Digital Transcription Service is a Virtual Private Network built on a solid firewall and password protected dual redundancy server system. Two computer servers will run in tandem, mirroring all operations, saving voice files and medical records on separate hard drives for failsafe backup clustering. These servers will run completely independent of each other, allowing either one to be taken offline for repairs or updates without affecting the usability of the system in any way. Jeffers explains, "We went into this venture very soberly. This is extremely important information we are handling and we knew we needed to build a system that could stand along side any leading corporation in America." In today’s world the prevalence of viral infestation in transmitted documents and files had to be resolved for the entire platform of clients and transcription staff. In order to accomplish this we partnered with Symantec Corporation, world leader in virus protection development, to produce a product that guarantees virus issues are eliminated from our system. Another important issue for our clients, dealt with user friendliness. Busy medical offices have little time to train nurses, office assistances and secretaries on complex virtual private network connectivity and transfer issues, moreover, most office IT departments resist changes for this same reason. Our digital system had to be easy to set up and operate with standard drag and drop simplicity; a technology that is too complicated to use may not be worth using. We streamlined our design so it is as easy to use as saving it onto another hard drive with literally point & click access. Once a file is transferred to our system the dictation voice and transcribed document file is entered into our easy to use, safe, secure and ongoing Records Management System. This searchable database allows our client, at anytime, to verify if a file is in the system and location in the process. If a client requires a file replaced we can provide the replacement file to them. The development and utilization of these technologies has allowed MT Associates to grow into a global transcription provider with proven secure technology that allows full compliance with HIPAA regulations.
